Does this card not need an internal TB connection?

And what does that mean if it doesn't have the TB connection to the board? I have no idea what it's for. What is different? And does the card generally work as a PCIe expansion card or does it specifically only run on certain Gigabyte boards?

No, it is an ordinary PCI card that requires additional power. There is no driver for MacOs except via Bootcamp. If you want to use it under MacOs, you have to have a Win system and then it works somehow. I haven't tried it out myself yet.

Since February 2020 you can run this card completely problem-free on macOS and Windows without Boot Camp etc. You can install this card in the Mac Pro 5.1 and also in the 2019 model you just have to flash it for the Mac... You can google instructions and data...
