A switch on the power adapter can certainly be useful in certain cases. In my case, this question never arose because I plugged the adapter into a power strip with an on/off switch. As soon as another device besides the Raspi is to be switched on always or mostly at the same time, this solution is preferable.
In principle, any power supply unit that reliably delivers 5V 3A.
No, we could have problems because the Raspberry Pi 5 needs 5 watts 5 amps, the Raspberry Pi 4 needs 3 amps.
As far as I know, all Raspi series 4 are identical in terms of power consumption and only differ in RAM.
This power supply is specially made for the Raspberry Pi 4 computer. It always supplies a voltage of 5.1V and is therefore not suitable for charging modern smartphones. These require a higher voltage (9V, 15V or 20V) via the USB-C interface in order to charge faster. This power supply does not support this function, so a warning appears. With 3 amps at 5V, it can achieve a maximum of 15W.
