High quality product, recommended; though doesn't quite fit as expected

I recommend this as a quality, well-finished product.
But - unless I somehow understand it wrong - a vertical range of adjustment "from 0 degrees" should mean the TV can sit vertically (ie parallel to the wall), then be tilted downwards IF required.

But the range I have is from "already tilted" (I guess about 20 degrees) to "more tilted". Fine if you mount the set eg just below the ceiling; but not if you mount it at eg seated eye level.

To get the set vertical I had to pack out the bottom of the wall bracket about 3cm. plus
