If I run the SSD in a PCIE3.0, is it much slower or negligible?
After specification you have about half the speed.
In reality, however, you will not notice anything... In normal use, you won't notice any difference between SATA and PCIe 3.0 NVME.
If you move a lot of data back and forth, then you might notice this, but then the second data carrier would usually be limiting.
My opinion:
If you are planning a hardware upgrade in the near future, buy this one, if not I would go for the 970 pro.
Apart from that, do you really want to buy the pro version? From a purely user perspective, it's actually unnecessary.

Well, with PCIe 3.0 you only get 3,500 MB/s read rate and 3,450 MB/s write rate.
