Question about Segway-Ninebot KickScooter ES1

Why is this e-scooter classified as "No" by road-approval? It does not exceed the speed of 20 km/h and the bell and rear light can be switched on.

When I bought it, Digitec still said that it was approved. Some users have probably contacted Digitec to have this changed. The reason is that the scooter does not meet all the regulations "out of the box" = bell + rear light 🤓
