Why is a kit consisting of two pieces more expensive than 2x a single one?

Because the bars are matched to each other. If there are two individual bars, there may be compatibility problems (even with identical bars). This is even more pronounced with DDR4.
A kit consisting of 2 can be used as Dual Channel Ram (the mainboard must also support Dual Channel), 2 single ones normally cannot. That's why the 2-piece kits will probably be more expensive.
