What is the difference between this adapter and the "Apple USB-C Power Adapter 30W, Fast Charge"? They look quite similar to me, except for the 1W difference.

Yes, quite similar, possibly even largely identical. However, detailed technical data cannot be compared because Apple does not publish them. The 30 W adapter is newer, so it may have a different control and is probably compatible with several devices. But I can't say for sure for the above reason.
