The scale says that children under 13 are not allowed to use it. Is there anything I can do to block it? Otherwise my children could get on it.

I have now read through the instructions again. Mine is in English because I didn't order the scale from a German supplier. It says "Not intended for use by children under the age of 13" meaning the scale is not suitable for children under the age of 13, it is not safe. I suspect that the company simply wants to protect itself from liability. I have the scale in my bathroom and it is rather slippery, especially with wet feet after a shower. Children should only use the scales under supervision. The electric shocks are much too weak to harm a child, so you don't need to worry. Unless they have a pacemaker

The situation is different with unborn children, i.e. foetuses and embryos. They are much more susceptible to small changes. That's why you shouldn't smoke, drink etc.. There really is a small risk of damage to the photos or the embryos. The instructions do not say "not suitable for pregnant women", but rather "Do not use if you are pregnant".

By the way, the thing with the app and the 13 years was confirmed in the Fitbit forum by the support team. I'll just quote the answer here:

Hi, @keedanlex , actually you CANNOT set up Fitbit accounts for them. Because weight information is sent automatically to online accounts, federal and state regulations, which prohibit storing of data of children under 13, come into play. In this case you will need to keep a manual log of your children's weights until they are 13.

But why shouldn't children under 13 be allowed to use the scales? I have never heard of a scale that is harmful to children.

I suspect the "ban" comes more from the fact that the scale works with an app and you have to register with Fitbit to use the app. For data protection reasons, children have to be at least 13 years old before they register anywhere. Facebook, Whatsapp etc. are all only for 13 years old according to the terms of use. Anyone who registers there when they are under 13 is in breach of the terms of use and the account will probably be deleted by the company.

So I don't see any danger if one of your children gets on the scales :)
