So is this fact: This remote does not work with the Gopro Hero 7 Black and down and the "old" remote does not work with the 9?

Yes, that's because the technology has changed. Advantage is that wifi is no longer necessary and thus the battery of the remote control lasts much longer. Disadvantage that older cams are no longer supported.
