Question about Hot Wheels MarioKart Bowsers Castle Chaos Play Set

Since there's only Blue Yoshi in the set, I wanted to ask where you can get Mario and Luigi? In general, it's a bit strange that you can't get Mario and Luigi on a Mario Kart track that's supposed to have two cars racing against each other, and then there's only one car in it ....
