I have overclocked my 13900K and the RTX 4090 and have no problems with the same power supply.

I think a 4090 and the 13900KS will bring you up to a maximum of 800 watts at extreme load. 200Watt CPU and 500Watt GPU for all I care.
If the fan does not run, I would also return the power supply. I have the same configuration but with 13900K. With me the fan comes after 30sec. Gaming already.
