Not according to my experience, but it's not a certainty. I can't find the official information.
Of course, you can charge the laptop using a Power Delivery-capable power bank with a suitable adapter. You can find these on Aliexpress or similar. However, the power supply of the original laptop is specified with 230W, which is far beyond the specifications of PD.
