I use this extremely quiet cooler for my i9-9900K and am extremely satisfied. I tried clocking the CPU at 4.8 Ghz and never got it above 80 °C. I have now permanently set the clock speed to approx. 4.4 Ghz and never get above 50 °C. Only with appropriate benchmark tests do I bring the chip to not quite 70°C.

Yes, loose. But I would first check on the manufacturer's website whether the fan fits on the mainboard. Use good thermal paste and then nothing will stand in the way of the boost. 😉
