It depends very much on the model. The FE should have no problems, but it might be difficult with a radiator. I have a 3080 FE in my case and had to completely rebuild my radiator at the front (fan in the bracket where the case fans are) so that the 3080 would fit. Since the 4090 is a good 3-4 cm longer, you either have to install a quite flat and therefore expensive AiO solution on the top of the case or, in the case of the mesh case, mount the radiator on the mesh side panel.
It all depends on your design. The specifications should state how much space is available in the case for a graphics card, and you can compare this with the specified graphics card length. But I have already put a 4090 in a much smaller case.
