Is there an Office version pre-installed in order to have Word Excel licences or do I have to buy the licences separately?

No, they must be purchased separately.
I have an annual Microsoft 365 subscription, which includes Office and costs me 90 Fr / year, so I didn't have to do anything to get Word/Excel & Co. As far as I remember, there's a pre-installation of Office on the Surface, but you have to subscribe to be able to use it after a short trial period.
