Question about Silverstone Sst-Ecu05

Is the USB 3 internal connection (with the black cover) used for making the external usb 3 work by connecting it to the mother board or is it another usb 3 connection for something else? As in is there 4 total usable connections to external devices or only 3. Sorry if this isn't clear I'm not really sure what I am looking at.
