Is the receptacle slightly tilted at the bottom so that a luminaire mounted there points slightly downwards?

No, the bracket has the same angle at the top and bottom. Since the bracket is attached to the handlebar, it can be adjusted to any angle. So if you attach a lamp at the bottom that points downwards, the Garin Edge also points downwards.
