Is the notebook also available with "Windows 11 Pro" or does it at least have a licence for it (so that I can install it later) ?

Windows 11 Pro can be installed free of charge and does not require a new licence. The update to Windows 11 Pro is offered immediately by Windows 10 Pro and can be installed.
