Is the "decoration" or the plastic part on top also removable? For example, to spray it with a different colour?

This "decoration" is a so-called heatspreader. They are supposed to dissipate the heat. It is very likely that they can be removed, but you might have to choose a special paint for the repainting so that the heat does not build up under the paint or something similar.
