Is the cooling capacity sufficient for a Threadripper 3960X under full load for a long time?

Helpful answer

I have it in use with only a 2950X with a second fan on the cooler. Room temperature warm at 25°. Case with some insulation, so airflow-wise not ideal. At limit 180W (i.e. significantly lower than yours) the temps are already approaching 68 degrees. But it's quite enough to get above the base clock. I can hear the part quite clearly, but I don't know how other fans make noise. A water cooling system broke after a short time. The selection for Threadripper-adapted AiO is unfortunately very narrow.
The 280W would worry me a bit. An airy case and a cool environment will certainly help. According to Noctua it works, but Turbo is nothing: https://noctua.at/de...

Yes, no problem. I mounted it on a 3970X and it runs great, it's audible under full load but not extreme.

Yes. No problem and not loud either.

Thanks for the answer! The TDP of the new Threadripper is 280W instead of 250W like the 2000 generation. Makes a not irrelevant difference...The CPU can draw over 500W from the power supply under load....

I use the cooler on a Threadripper of the last generation (2990). The computer runs as a pure rendering computer, which sometimes works for a whole week at a time. The processor should be quite comparable - and the setup has been working fine for a long time.
