Is it correct that the B450 mainboards are PCI Express 4.0 compatible after the bios update?

This does not apply to all B450s. I don't think PCIe 4.0 was enabled for this mainboard. PCIe 4.0 support was even explicitly removed with BIOS version 1816. Why not just a B550 board?
