Is it a USB C connector? Does the cable fit the "ASUS Zenbook 3 Deluxe UX490UA-BE023T" ?

No, it is not a USB C plug. The plug is round, similar to the (ASUS 0A001-00041500 (65W)). The cable does not fit your ASUS Zenbook because it does not have such a slot. Unfortunately, I can't give you any advice on which one might fit.
