In the official Apple Store or at DQ Solution, these Macbook Air (with 13.60'') are currently offered with a 70W power supply without a price surcharge. Is this also the case with this device sale?

I was able to do a search and unfortunately we do not offer such a promotion. 70W power supplies can be purchased separately. Below is the link for the 70W power adapter if you are interested:
