I would recommend a USB fan (https://www.digitec.ch/de/s1/product/solis-usb-ventilator-charge-go-weiss-5w-ventilator-16007159). I use 4 such fans on my Mo-RA420 (https://www.digitec.ch/de/s1/product/watercool-mo-ra3-420-pro-140mm-wasserkuehlung-radiator-2448609) and they are really big - but quiet in operation....

However, you should quickly forget about the idea, e.g. in the event of a car accident or even when braking hard, such parts/constructions can cause serious injuries, or even worse.

It is better to invest the money in a car air-conditioning unit, many cars can be retrofitted easily.
