I read in the reviews of the Google Chromecast 3 that you can't make the hotspot on the same mobile phone and also stream with it. In other words, you would need 2 mobile phones or wifi. Is that possible with this or any other device, or is it not possible because of the way it works?

Do you want to supply the Chromecast with Wi-Fi via a hotspot or are these two different networks? The latter shouldn't work, the former would have to be tried, but I've never tested it.
