I live in a normal apartment block. My router/connection is on the 3rd floor, and I also have a hobby room in the basement where I need internet. That means I only have the freedom to set up devices in the flat and hobby room. I have already tried an amplifier in the flat without success. Would a powerline like this be a solution?

Powerline rather not - for Powerline you have to be in the same "circuit". Especially in apartment buildings there is usually at least one circuit per flat. My current flat even has two circuits, so I can't take Powerline from the right-hand side of the flat to the left-hand side. 😅
Accordingly, you can of course try it out...
