I have tried putting this pc together but it shows no picture the cpu fan is spinning but the bios makes no signal sound and no picture comes up. tried it with vga on a tv with vga.

That can be anything. Remote diagnosis is hardly possible.

What have you installed? CPU with or without graphics chip? GPU installed or not? Are the RAMs seated correctly? Are all cables fully plugged in? The power supply too? Monitor working otherwise? .....

It's best to get someone who knows how to build a PC. Or you can proceed yourself according to the principle of elimination. One part after the other :-)
