"No. In normal use, you always surf at the speed you ordered as long as network coverage and reception allow it.

However, excessive use can lead to capacity problems, which have a direct impact on other mobile network users. We therefore ask you to use the mobile Internet in a reasonable manner.
In extreme cases (over 97% and 99.89% of customers), we reserve the right to temporarily prioritise data traffic at a lower level. This means that speeds will be reduced when the mobile network is overloaded in certain locations and at certain times. This will only occur for data intensive activities. The de-prioritisation is not reflected in the speed in cellular antennas that are not overloaded."
