I bought this fan about a year ago and for a few days now the fan has been rattling and struggling to turn. I have looked to see if something is blocking it, but I have found nothing. Sometimes it works perfectly and sometimes not. I wonder if this counts as a defect and if I can send the product back.

Fans are "consumables" and after one year of use, any warranty would be void anyway, whereas a CHF 15 fan will not have one anyway.
The fault probably comes from the bearing of the fan wheel, which sometimes run better and then worse again. Dust is usually responsible for this.
Take out the old fan, put in a new one, and that's that.
