how many fans fit in there because it says 13 but when I add it up I get 18

Then you count some that are probably none or are evaluated differently (because of the power supply unit etc.) ;)
8 front, 3 top, 2 rear

The picture from Corsair shows 16 fans (apart from the double ones on the radiators).
