How long does the normal 40°C cotton programme take? I can only find information on the eco programme 40-60C, which takes over 3 hours.

The programme length depends on the amount of laundry. With cotton I am often at approx. 1 h 40 min. the 3 h are to be understood as "up to" ;-)
