Question about TP-Link Re200

Hello, I bought this to extend my wifi to the cellar. The repeater is out of range of the wifi signal but is connected via Ethernet. Can it repeat the signal in these conditions? It doesn't seem to be working. Is this poor handling on my part or can the product not do this?
