If the card is shorter than 33 cm, it should fit. As far as I have found out, the card you are referring to is 31.85 cm long.
Regarding the riser cable, I would recommend the following: Thermal Grizzly PCIe 4.0 x16 Riser Cable (30 cm). This also supports PCi-E 4.0. Be aware, however, that riser cables usually have a small performance penalty.
