I also had this problem in the beginning.
First make sure that all drivers are installed. It needs a separate software for the HTC Vive glasses (does not work natively with Steam).
Then it was a trial and error with what start first (Vive app, Steam) and from the first time work, it has then always worked.
Otherwise reinstall the driver.
