I don't think so. According to the specification, with the special offer model, sponsored screensavers and banner ads are displayed directly on the screen. The special offers are displayed as a screensaver when the Kindle reader is in standby mode. Special offer banners are also displayed at the bottom of the Kindle eReader home page.
