Question about Digitec iot Data Flat

Hello everyone, I need a SIM card (iot data flat rate) for a customer. A router is to be permanently installed on a property, which is to be equipped with the SIM. The customer says that the administration should activate the SIM and the plan. Does this work so that the administration can order the SIM for its customers even though it is not the landowner? Also with regard to the online identification check. Thank you!
