First question Is it possible to control a HUE socket when "triggered", which then provides power and consequently activates an alarm system connected to it... Second question: Can the sensors in the HUE app be activated/deactivated in the automation for a period of time?

My answer 1: The Contact sensor can, via the Hue app, trigger all (or some) lights in one (or more) room(s) or zone(s). You can therefore "control" an outlet in one or other location. The app will simply point out that it's not wise to leave such an accessory unattended. It's up to you to ignore this warning.
My answer 2: The Contact sensor does not appear, on the day and at the time of my reply, as a light or as an accessory in the automations of the official Hue app. Does it appear in a third-party application? I'm not sure.
I hope I've answered your questions.
