DDR4 Ram bars in a DDR3 board? No, on the one hand it is not possible due to the design and on the other hand due to the changed, lower voltages and the enormously higher clock rate.
For DDR4 you need a new mainboard and CPU.

I only switched to DDR4 because I had a new PC with a Skylake CPU, otherwise my 32GB DDR3 RAM would have been easily enough.
