Hello. 
1. a hub is included but you can only control the fans via it. 
2. Corsair RGB Link is a free software from Corsair. You can simply download it. I recommend however to become the ICUE.
3. yes you need a Corsair Commader Pro to connect the LED strips. 
4. you can connect the hub directly to the Commander Pro so you save a USB port on the motherboard.
