Do I understand this correctly? The camera films 25 frames per second progressive, but 50 frames per second only interlace? Does the resolution still play a role? So 4k with how many FPS?

No, you misunderstand. The camera can record 1080p in 50p and 50i, so both are possible. 4k recordings are possible in 25p.

You have different modes available for different resolutions:

1080/50p (28 Mbit/s / VBR), (1920 x 1080/50p)/ PH (24 Mbit/s / VBR), (1920 x 1080/50i)/HA (17 Mbit/s / VBR), (1920 x 1080/50i)/HG (13 Mbit/s / VBR), (1920 x 1080/50i)/ HE (5 Mbit/s / VBR), (1920 x 1080/50i)/MP4/2160p(72M) (72 Mbit/s / VBR), (3840 x 2160/25p)/ MP4/1080p(50M) (50 Mbit/s / VBR), (1920 x 1080/50p)/MP4/1080p(28M) (28 Mbit/s / VBR), (1920 x 1080/50p)/ MP4/720p(9M) (9 Mbit/s / VBR), (1280 x 720/25p)/ iFrame (28 Mbit/s / VBR), (960 x 540/25p)
