In canton of Tessin, atleast, a CO2 emission malus is charged for high CO2 emitting cars with the annual vehicle circulation tax. The CHF 326.06 is probably for offsetting the CO2 emission for transporting this car to the buyer's home.
Yes, that is very high CO2 emissions. But the 6.2L V8 Ami sled only needs 19L per 100km in use (a laboratory value that is anything but realistic, I wonder if it is possible to move the thing under 30L per 100km).
