"Delivered between Wed 4 Jan and Tue 31 Jan"? Does that mean January 2022? Probably not, because 4.1.2022 is not a Wednesday and 31.1.2022 is not a Tuesday. They probably mean August 2021, because it's the only month where the date matches the day of the week. So presumably it should read "delivered between Wed 04.08 and Tue 31.08.2021".

But there is a month where the 4th is a Wed and the 31st is a Tue, namely in 2023.

I'm sure you do. It is even January, but I don't necessarily believe that deliveries are planned so far in advance. Incidentally, the fact that the 4th is a Wed and the 31st is also the case in May 2022, but here again the month number is not correct. :)
