Windows7 Pro 64-bit works on the laptop.
Although the new processor generation, I was able to install Windows7 Pro 64-bit.
You can find detailed instructions at Dell Community including a picture.
I also have all drivers sep. or directly for Acronis 2016 an IMAGE.
1) Change Bios "F12" from UEFI to Legacy Boot.
2.) Install Acronis on Windows10
3) Boot and restore with Acronis 2016 IMAGE from with Windows7 Pro and all drivers installed.
4.) System starts NEW and with Windows10 Pro DVD in the external DVD drive the M.2 SATA driver starts and thus the recovery: takes approx. 20min.
5) Boot and select M.2 hard disk (ScanDisk4000) with "F12
6) Now Windows7 Pro starts normally
7) 2 users incl. administrator already exist
8) Enter the Windows7 Pro key and you are done.
9) Install your own programmes.

If you want to install this yourself, you have to deactivate additional unnecessary devices in the BIOS, such as audio, webcam, etc. Afterwards, with an existing 250 GB IMAGE of Windows7 Pro 64-Bit
Restore.

It is most likely not possible because UEFI (successor to BIOS) is not compatible with Windows 7 on Surface Book. The 32-bit version of Windows 7 is certainly incompatible (cannot use UEFI) and even the 64-bit version requires a compatibility mode (CSM) from the UEFI, which probably does not exist on Surface Book. See here:

But even if it could, the question is why do it, because the tablet functionality would not be available - and you can buy cheaper notebooks that run perfectly with Windows 7. If you already have programmes that don't run on Windows 10, the only way to go on Surface Book would probably be a Windows 7 emulation in a virtual machine. Windows 7 and Surface Book are completely different worlds, 6 years is an eternity for computers...
