Can the unit be connected to an external timer so that it receives power from 19:00 to 23:00 every day, for example, and starts up automatically?

Unfortunately not. You have to switch on the dehumidifier using the on button or the remote control. You can only do this by disconnecting the power and reconnecting it (external timer). You have to empty the water tank manually anyway, unless you have a direct water drain.
