Can the scooter also be used on damp roads or in the rain ? I can't find anything about the IP rating...

According to the manufacturer, IP54, splash-proof.
A little rain or wet roads is ok, I rubbed the scooter dry afterwards. I would avoid deep puddles or similar. Probably no manufacturer gives a 100% guarantee regarding water.
