Can I use the digitec iot SIM card in a dual SIM mobile phone for mobile data if I have no mobile data on the first SIM card in the mobile phone?

Yes, should work in principle.

For smartphones with dual SIM, it should be possible to define which of the two cards is the "main card" for data, SMS and calls. At least that is the case with devices from South Korea with Android.
