You cannot set up and connect the vacuum cleaner directly via your mobile's hotspot. To connect, the robot must be connected to a 2.4 GHz Wi-Fi network, which is usually provided by a router. The setup is done via the Dreame Home app, which connects your mobile to the Wi-Fi router and the robot. Direct hotspot access from the mobile to the robot is not supported.
