Question about HP External USB DVD-RW drive

Can I only burn CDs / DVDs with this drive or can I also read installation CDs / DVDs? I would like to use this drive for an HP Omen L30 PC with Windows 11, which does not have a built-in CD/DVD drive. Would it be compatible with this PC?
