That would be very close... But I guess your PC doesn't get enough power. Most people write that you need at least 400W (no matter if 6G or 3G variant).

Probably less so, as it has too little graphics memory.
I would recommend the slightly stronger 1060 6GB (personal recommendation for the Asus GTX 1060 O6G Dual or Strix if you want it to be even quieter).
Based on experience in other graphics hungry games I would estimate the following performance: (1060 O6G)
With high settings between 45-55fps, with ultra settings then more like 35-45fps. You might be able to optimise this by setting less important settings to medium, etc....
