Can I buy this Care Pack for a newly purchased (arriving on Monday) HP Omen Tower? If not, which Care Pack would I need to buy for it? Many thanks in advance

I think this Support Pack cannot be used for HP Omen Tower.
According to the specification it is intended for notebook models ProBook 4xx.

Yes, you can actually buy this product for every HP PC, but it is more intended for business, simply because HP has to react more, especially on site.
Normally, however, every PC is insured with a warranty by the manufacturer, which is an extension so that the manufacturer has to act locally.
